Well I dunno what to tell ya, try switching governors. Perhaps try "lazy" or regular ondemand.

Well did you try using up all battery juice and then giving it a undisturbed charge?

Well, after installing this kernel (newest), I've had a lot of random reboots while completely idle, currently running intelliactive/noop....gonna try switching scheduler.

There's no ROM/custom kernel that would allow overclocking L70's Snapdragon 200 series processor. You just can't do that. You may only choose different governors and timings, but cannot set anything above 1,2 GHz. It's a technical limitation we cannot overcome.
