Hope so, I don't want to get my hopes up so I'm not going to get crazy but I've been contemplating returning the phone cause of the locked bootloader, so if this is true I will be extremely happy.

Correct....not the developer phone, it may have been used, but currently he did it on the stock droid x

If we can install a custom recovery, we will be able to flash custom ROMs, even though they wouldn't be signed by Motorola
