I don't think anyone wants our phones to be PS3's and YES, the phone is designed to run at 60fps. Google stated that 60fps is native of Android, anything else is because of other software vendors messing it up.
The problem is that other Android phones aren't affected by this. The Hero and Incredible are unaffected by this. The hero being slower is attributed to its inferior processor, not because of the 60fps.
By comparison, the Incredible IS faster. Sit back and think for a bit, just because something is fast doesn't mean its smooth. If you look at the videos of benchmarks of the EVO, its able to do tasks faster, but the video play back is choppy even compared to the Motorola Droid.
I certainly noticed the lag and choppiness even before this info was leaked, but I accepted it because I thought it was a limitation of Android. After XDA released info that it wasn't just a limitation, but an ARTIFICIAL limitation set by HTC, I got pretty angry.
Its one thing to have the lag come from the OS because its not quite mature yet, but its another to physically put the limit there, further crippling the phone while other phones don't have this problem.
Adding more salt into the wound, HTC has pulled this stunt before on the HTC Tilt. They are now repeating the same thing on their flagship phone and people are still accepting it. Accept this and expect another flagship phone from HTC to be crippled.
