Tbh I don't think it'll make a damn difference as far as video chat goes. The bandwidth will be clogged regardless on the Asian end with everyone calling home as much as they can get away with.

I've always had great videochat results while over there, Japan especially.
Most Japanese get charged for web surfing so they don't do lots of it. Visitor service portals seem more liberal.
I'd bet the determining factor will be if he connects through Navy services, I think that's where the coin toss will come.
K'lin, get what you have to get, but if it helps any, Facetime is not the only video chat that works well with an iDevice. You can save a lot of coin going with a compatible app.

Skype is the worst so far! We have tried, Gmail talk.... and are going with tango when he wakes in the morning. He "face Times" with his girlfriend and it is perfectly smooth! He connects via the Navy's servers, so I'm not to sure how that impacts the fluidity...All I know is on face time it's perfect.

That was my conclusion. I thought maybe that is the only thing apple actually got right ? Kinda like BBM, no one can quite duplicate it perfectly. JUst my thoughts though. Since I am no EMon...
