Im guessing its mostly about lack of supply.
We thought the international s3 got the quad core exynos4 while north america got the snapdragon because it (the exynos) couldnt do 4g but then they brought out the i9305 which had it and aparently battery life is fine

Cost, supply and demand.
Last year's S4 processor had a built-in world modem that included LTE capabilities. To get LTE on the SGS3, they had to go with the Snapdragon S4, or use a separate Qualcomm modem chip in addition to their own processor. In Korea, the LTE SGS3 did exactly the latter, in other markets, it was the S4 chip.
This year is not the same.
Both the Snapdragon 600 and the Exynos 5 require the separate modem chip, no difference like last year.
So, let's just see what's blogosphere hooey vs facts as we move forward on the SGS4.
I do chips for a living, and have been in the fabs where your phone's semiconductors have been made, so I'm not repeating web rumors here, but rather what I know.
