First, you need to back away from the ledge a little. KitKat official hasn't been released yet, so there's no panic. Second, even if it is released, you can still go back to 4.3, then update it.
Flashing a ROM via the pc version of Odin is as simple as it gets. I have done it hundreds of times. I have never bothered with the mobile version, because the PC version is simple.
You need to get the correct ROM for your phone. I don't know if ATT will work with Bell or not. The only risk, I would think, is that the radio may not be exactly correct.
Once you have 4.3, you can not go lower than that. At this point, you must find the correct 4.3 ROM to flash. Anything less than 4.3 will brick your phone.
Relax, breathe, and get the correct ROM. After that, it's very straightforward.
Again - you have some time. Patience is your friend.
Oh I am not in a rush at all, after I find the correct ROM and download everything I'll keep you guys informed if I get stuck or not.
I was under the impression that the Bell model was an M version. Did you pull the battery and look at the sticker in the battery compartment?
The custom ROM that you did might have left the M off in the settings tab. I have been through that with international versions of the i8190. Flashing different ROMs will leave the letter identifier off if it's not that particular model's ROM.
I had a i8190L that I flashed an i8190 ROM for, thinking it would be the same. About 100 ROM flashes later, I finally got back to the stock ROM for that phone, where the "L" designation would show up.
The sticker will say, though.
If memory serves, the M ROM is not the same as the non-M ROM.
Okay I'll check that

it's working fine now
