That picture Is from the app speedtest not from the baseband. To see your baseband just go to settings/about device

I see you are using GoldenEye ROM, I use it not so long ago (very nice ROM) but I swapped to Echoe due to Bluetooth tethering for my Galaxy Gear. Your baseband is MK5 from MetroPCS JB 4.3.
As promised here you have the T-Mobile KitKat NB4 modem. You need to flash with Odin. Please enter manually to download mode (Power+Volume Up keys, not thru reboot menu)) with Odin 3.04 use "phone" and with Odin 3.09 use "CP", untick auto reboot, start and let it finish then reboot phone manually. Go to settings/about phone and check the baseband. If you don't see the NB4 baseband repeat the whole process.

Ok so what exactly do I do with this file I downloaded once I open up Odin

What are you comparing your speeds to?
Last thing I can think of is go back to stock Metro firmware. Flash the metropcs 4.3 tar in Odin.
Sure thing is that your speeds are very low. Last thing you can do is following ARocker's last advise. If nothing gets better you should contact MetroPCS CS
