it sounds like they're being extras cautious about authorizing credit card payments, I guess they want to see a picture of the card, to see if it's actually in your possession and has your name on it, etc. Otherwise they only have a number and expiry date, which could be someone else's, or from a data breach or something. If they subsequently find the payment was fraudulent, and was charged-back or reversed and they've already shipped the item, they've lost out. The CCV is an extra security measure for
card not present payments.
