also,make sure you do NOT have htc sync,pdanet,easy tether,or any program capable of comunicating with the phone running. better if you have them uninstalled or disabled. also try some different usb cables and ports,not all cables are created equal(as ive found out the hard way) and can cause extremely fustrating prollems.

yes i saw your info above. you have a quite a nack for nija posting while im typing
you prolly just want to close that message box on the PC. you should not need to format your phones internal sd card. maybe agentc13 has an opinion on this,as ive only 1 phone with an internal,not removable sd,and i havent come across that issue yet.
see if you can close the message box,open the folder that represents the phones internal sd,then transfer the rom to it.
As far as ROMs go if you want Sense based (like stock) I would suggest Viper One S, for AOSP (vanilla android) I'd recommend CM10.
FYI, you are going to need to fastboot flash the boot.img as well with that version of the bootloader. Scotty has you going right, so I will let him continueJust throwing in some tips.

do NOT extract it. it must be a zipped up file.okay i closed it and now i picked a rom . downloaded it and extracted to my internal sd card. once im done i will unmount sd care and now what next?
what do i do after i put a rom in the sd card and unmounted the sd card?
.properly eject the phone from the pc,then go back to the main menu

I am not 100% sure on the fastboot booting the recovery, but the newer hboots (1.13 and up I believe) won't let TWRP flash the boot.img.fastboot booting the recovery,should let the recovery write the boot image for him(it does on other htcdev unlocked devices,but may not here). ive also got him using twrp,wich will auto install the boot image,yes?
If not the newest one, it is close at least. I believe you need this RUU, instead of the 1.53 that Brian linked (without s-off, I don't think you can flash an older RUU).agentc13,i aSsume his 1.14 hboot matched the newest software/firmware?

i was trying to simplify things and not overwhelm him with directions.correct. its interesting that his phone does not show a main version number. i believe this would let him flash an older ruu,as long as it had the same hboot. but the hboot check will keep him from flashing anything old enuff to be different.If not the newest one, it is close at least. omg im sorry for this but i want to get the paranoidandroid rom because u can go hybrid mode but once i go in to there link it tells me to download the rom and a fixed gapps so i just put both in the sd card but in the instructions to install that rom it says i need to go inok,if it does not boot after the rom install,then here is what you will need to do:
on your PC,extract the rom download and find the boot.img,and place it into your android/folder
power back on into hboot,select fastboot,and then open a cmd window,and change to the android directory .
now flash the boot image with this command:
fastboot flash boot imagename.img (prolly just: fastboot flash boot boot.img )
and that,should finally get you up and running.
sorry,it slipped my mind that one s roms may not be scripted to install the boot image. since the rezound achieved s-off,roms are not scripted for the s-off crowd,wich simply isntall the boot image with the rom flash.

from this post,i thot you had downloaded a rom allready:
i would prolly pick the viper rom agentc13 reccomended,it will be a simpler install,and better for the purposes of getting your phone up and running again.( http://forum.xda-developers.com/showthread.php?t=1850917 )
-download viper rom
-extract a copy of viper rom on the pc. put boot.img into your android folder
-fastboot boot recovery as described above.
-place rom on sd card.
-wipe data,cache,dalvik cache
-flash rom
-attempt to reboot. if it fails,then follow the directions above to flash the boot.img
