We can't enter fastboot mode.

U can. Just erase the boot partition like so:

dd if=/dev/zero of=/dev/block/platform/msm_sdcc.1/by-name/boot

Then reboot and you'll be in fastboot.

I'll bet $25 the tool won't unlock this device.

It doesn't seem to have gotten anyone's bootloader unlocked. But I'll try anyway.
