jfuginay! Brilliant!!! Lol I was actually going to look around and mess with build prop and try a bunch of tweaks I have wanted to do, but I wanted something quick and easy for now. LMAO!!! Almost 30 hours later and tried a bunch of combos with the app and uninstalls and installs, but did nothing but waste time and accomplish nothing. I should have just messed with the build prop! Would have been easier and more efficient as well as effective. Lesson learned... Well done, sir!

Wow man. This is crazy. I don't get it. Did I jinx myself or something? I celebrated too soon? lol PDAnet+ isn't working either. This is what shows after I got home and did your build.prop edit on my rooted stock ZV5 odexed. Not seriously debloated at all and no hacks or tweaks at all other than "net.tethering.noprovisioning=false" as you stated:

So, I reinstalled WiFi Tether Router. I used default settings except for SSID and Password. Now, I do not mess with my WiFi and finally my other devices each can see as well as connect very quickly with full signal strength and all . So far, so good. Right? UGH! No... None of the devices work at speed. A hundred times worse than dial up! A few Kilobytes at a time. What gives? Could it be that something was installed somewhere when I first hit my Volt's native WiFi Hotspot toggle switch? Phone is almost 100% stock ZV5 Odexed! I deleted the Qualcomm IZat and the Connections Optimizer in my debloating process. Other than those two, I used your "Light Debloating" list and took out some silly basic stuff. I didn't do too much from that list either. No tweaks at all except editing "net.tethering.noprovisioning=false" in the build.prop file. Well, I'm on the dock and going on the boat to relax and do some diving, snorkeling and fishing. Thanks again to all of you for your time and help.

You might switch the build.prop setting back to true. My phone didn't care which way it was set. However, keep in mind that with the tethering, you are sharing your phone network data connection. Run a speed test on your phone and make sure you just don't have a slow connection in general.
There are also some proxy servers you can delete out of the system configuration, but you'll need your MSL to do that and I'm not certain it will help (they're generally removed when there are issues with streaming video).

Sucks that it didn't work for you. I'm on the stock rooted ZV5 deodexed ROM. All it took was changing the build.prop, rebooting, and the built-in hotspot worked flawlessly. I just now decided to give PDAnet another try, since it had never before worked for me with the Volt, and that now works as well.
Other than flashing the Boost APN fix onto ZV5 ROM, I can't think of anything I've done that would possibly change anything. Guess this is just another example of the very same activity having very different results on ostensibly identical pieces of hardware. That seems to happen a lot with the Volt.

Interesting. I didn't know that was happening. I'm wondering if it has anything to do with the original version builds from factory? I believe there are at least 3 different versions for the Boost Mobile units alone. My unit was ZV3...

I FINALLY got it working! For those of you that have had issues trying all the other methods and could use what I learned, here you go broken down Barney Style:
I used Shortcut Master (Lite) by vndnguyen from Play Store.
1) After installing and then launching the app, go to upper right corner menu and tap the three dots.
2) Do a search (third option from top in menu) for "Apn".
3) Towards the bottom, there are three "com.lge.hiddenmenu" options in white letters. IMPORTANT: Tap the middle option that reads "com.lge.hiddenmenu.vzw_only.ApnSettings" in gray letters under it.
4) Tap on "Launch" (picture of the rocket ship).
5) Tap on "internet" option at the top.
6) Go down and tap on "APN type". IMPORTANT: Now add ",dun" at the end of "default,mms". VERY IMPORTANT: When done, it should be "default,mms,dun". Tap "OK".
7) Go to upper right corner menu and tap the three dots. Tap on "Save". Exit out of app and reboot the phone.
8) When phone boots up, go to "Settings" and under "Wireless Networks" at the top, tap on "More...". The option is located below "Call" and "Share & connect" that are below the toggle switches for Wi-Fi, Bluetooth, Mobile Data, etc.
9) Tap on "Wi-Fi hotspot" and then tap on "Set up Wi-Fi hotspot". Set security (WPA2 PSK is best) and a password. A password is IMPORTANT! You should change Network SSID to "C:\Virus.exe", "Network Not Found", "Hidden Network" or whatever you like. Tap "Save".
10) You can now toggle "Wi-Fi hotspot" on and enjoy wireless tethering!

That's odd, I did the same exact thing it said to do and nothing. Don't really care tho, WiFi router works fine for me. Just wanted to test it out

Trust me chago360, I know the feeling all to well. I tried the editing build.prop file hack by jfuginjay as well as the one by alexanderjames and they didn't work for me, but it worked for many others. Did you try either of those? WiFi Tether Router works great, it's just that I wanted to figure out how to do it from the phone itself and not a 3rd party app.

Well adang, though I can appreciate your excitement in thanking me, I'm no where near god status. I just have OCD. I read a lot of info and tested theory. Fabio Grasso, the guy behind WiFi Tether Router, now that guy is worthy. If I am actually helping others out there with what I found, how about donating $0.50 to him?

Mount the system partition as read/write (which requires root). Then go to /system with an app such as ES File Explorer, find the file named build.prop, and edit it with ESFE's built in text file editor. Make sure to save a copy of the original build.prop file under a different name or different location though in case something goes terribly wrong.
When all done, reboot.

Thanks a bunch for these 2 hacks (build.prop & Shortcut Master Lite). I needed to both to get my mobile hotspot to work. With only the SML hack, the windows PC's wireless status got stuck on "Identifying". Once I added the build.prop modification it all started working. FWIW I am on Boost LG Volt, software version LS740ZV5.

Are you sure? I just did a manual PRL update and did not lose WiFi tethering.
Thanks again for pointing me to Shortcut Master, volted! I just now managed to re-enable the built-in tethering menus with it. I've been using WiFi Tether Router for the last week or so and it worked fine, but it still bugged me that the built-in wasn't working. All the build.prop and APN settings in the world were not making any difference at all until I found this:
In Shortcut Master (lite), search for "ChameleonNodeMenu". Launch it and scroll pretty much all the way down. Click on "Tethered Data". Mine was set to "3". Tried a few things and found that setting it to "2" enabled WiFi Hotspot in the menus, and "4" enabled both USB and Wifi Hotspots.
