Which parental control should I go for?

Please provide some more details. Without any relevant background info there will be just a lot of generic suggestions and repetition.
-- Which parental control service are you currently using that he bypassed? The parental control option that's in the Settings menu? Google's Family Link app? A different third-party app?
-- What phone model and which version of Android is it running?
-- Approximately how old is your son? Did he bypass it himself (he presumably has some phone tech skills) or one of his peers?

Drive Sync is slow; Timeline is inaccurate

1. As you're trying to solve the problem with syncing it will help if you rethink how it's actually working. There is no Google Drive direct link between your phone and your computer. Your phone is connecting to your online Google account and your computer is also connecting to your online Google account. The syncing process is centered on the Google Drive service that's part of your online Google account. It's stored and managed on Google's servers. So changes to files and things using your phone's Google Drive app are transferring/syncing with your online Google account, and changes to files and things you do on your computer are also done to your online Google account.

Since you're apparently also having issues with Google Maps accuracy (question 2) that could point to an issue with your cellular and/or mobile data connectivity. Google Maps relies primarily on GPS but it also requires mobile data connectivity so have you checked into your carrier access?
With WiFi disabled and only mobile data enabled, is your online access pretty stable? Approximately how fast?

Is the cellular connection icon in your S20's Status bar showing how strong a signal your phone is receiving?

where exactly did the bootloop happen? can you describe exactly what you did before the bootloop happened?

and yes @Hadron is correct. you need to go to https://www.sammobile.com/firmwares/ and get your firmware for your device. make sure that you are flashing the correct one as flashing the wrong one could screw up your phone. after you flash the firmware, hopefully the phone is back in working order, you can then start over.

Is the AOSP AAC encoder/decoder of high quality?

Where did you hear that? Because that's something I've not heard of.

AFAiK Android(AOSP) uses libAAC. Which is used in many open source OSs and software. Also some apps use their own codecs, rather than the stock ones in the devices, e.g. VLC and Foobar2000.

elm obdll scanner software question

never mind i took the usb cable off and it did not use bluetooth so i tossed it out as junk. the gentool did not work with windows windows said they were full of viruses so i will just get a new one for the phone

so why we are on the topic what bluetooth unit will do things like reset the e-brake the oil change and do bidirectional commands? i would like to command antilock brakes and reset the e-brake and the egr valve . plus antilock brakes for bleeding them after brake work. and any other bidirectional commands i can get. so does anyone have a elm327 that does that? i have the vgate, nexzscan, torque lite and can get pro. fastlink x , bluedriver car scanner. and a few other apps. so because i do not have the elm327 device my kid took it before i could test those apps on my phone. what one of those apps will do all of those tests if any? if they do not then what elm dongle will do those tests and what app will do them. thanks
