First of all, are you back from the desert?
You are 100% correct on CPUs for laptops and desktops, but System on Chip designs are more specific, my friend. Somebody posted the differences and manual of the chips (I think Blue did).
Different wafer runs and different chips. Due to different thresholds, the 4430 overclocked is not as efficient as the 4460 at 1.2ghz (defeat purpose if so).

Could be the difference between a 384MHz SGX540 or a 306MHz SGX540. Graphics are already somewhat behind, and without the speed bump....
That's assuming it's an OMAP4430, or an underclocked OMAP4460. Or it could be a Exynos 4210.
