yea but there must be millions of verizon customers! if someone's data isn't spiking i don't see where a red flag would be raised to look any deeper into the person's activity

If Verizon did it that way, I'd be suing them for snooping on my traffic. They aren't allowed to look at the content of the stream. Put simply, they can look at the packets, but not the info in the packets.Our website reporting tools break out traffic into all sorts of categories and one is browser and version. We can tell the difference between mobile and desktop browsers pretty easily.
Of course, this can be spoofed but it is reliable overall for analysis.
I don't think it is a stretch for the providers to be able to watch the traffic and toss up a red flag if IE or any other desktop browser is requesting pages on a wireless device.

But with Sprint going into much deeper debt for Apple, thier subsequent change to charge for tethering, and charge the most out of all the carriers, I'm sure thier past leniency on tethering is over.
