Here is a new version of the TWRP-flashable pre-rooted 5.1 update. It has the modem update built in and it also updates the splash screen to the new one that comes with the 5.1 OTA. This should be the final version.

Mine the sameMy TWRP is 2.8.6.0 What is everyone else running??
Its starting to look like the "enable OEM unlock" option in the developer options might just be something that is part of stock android lollipop that zte was just too lazy to remove. Idk. When we tried to reboot into the bootloader it just did a normal reboot.
Edit: I'm contacting ZTE right now to see if anyone there can tell me what the heck this option does if it does anything but I'm not getting my hopes up. The support people usually don't know anything and depend on a book or computer program to give them the answers that they then read back to you.
Same if is the last link that they posted for the twrp yes is the same as your and christophercoMy TWRP is 2.8.6.0 What is everyone else running??
Have you tried this? You should be able to unlock the bootloader using adb oem-unlock. This will do a factory reset on the phone as well as unlocking the bootloader. We don't need to unlock the bootloader because we can get TWRP out there through easier means, and there are no ROMS for this device, other than factory ones to run at this point.
