Yes - here is one of my images that I have used as background for one of the controls (does'nt show well here):

As you can see its a 3x1 widget. In the settings you choose your toogles, and under "Theme" you select "Background" and forward it to your image. Then you set "Transparency" to 100% and you disable "indicators", "dividers" and "Labels". There you go...

yes the bottom left icon changes with the screen, but the functionality does not.

if you have any questions on how to do stuff... look up classical gas JAMT on google and they have tutorials there... and if you're too lazy just quote me and ask

I.just host om Photobucket. Upload using the android app then get the links from it. If you select the right option, it contains the image tags too so you literally just paste the link
