The Murphy seen in Droid X pics

The name of the Android guy on my stuff is Murphy...don't ask. But what is Murphy's role where it says "To see all your apps touch the launcher icon" that's next to the logo? Is this like a notification widget? Or simply an app launcher??

I can't find anything about it, mainly because I don't exactly know what to call this to search for an answer.

It just gives you tips on how to add widgets to your home screens, open the app drawer and other basic functions like that. It is like any other widget and you can drag it and put it in the trash when you are done with it.
