...With the new build he released, it sounds as though he it getting this dialed in. What this means is that what we were running on the previous 05142011 build was not a true OC speed and the new 05212011 build is giving us a truer picture of what our phone cpu can really oc. This does not read like error in his coding.

You're right. There are many ways to add overclocking to the kernel. I've explored maybe 4 or 5 different OC patches and the way I had it before didn't really seem to do much. It gave the illusion of higher speeds without actually being true. Over the course from March to now, I've used 3 different patches through the various builds. This particular patch is probably the one I'm gonna stick with.
If you know how to build the kernel, I actually have settings in the kernel configs to re-apply OC_chaos back to 748. It isn't on by default. In the future, I'm actually going to take it as high as 806 MHz.
