That's not how it works, but you're on the right track. Basically, processors are binned. They come out on a wafer, and the ones closer to the center are the ones closer to being "perfect." So, the ones on the outside would be your initial release (higher quality) 4430 cores going at 1.0ghz. The variety towards the middle (we're talking a wafer here, so by middle, I mean between the center and the edge) will be your 4430s capable of 1.2+ghz. These come later due to building quantity. Lastly, the ones towards the center are the highest quality chips, so they'll be 4460s rated at 1.5ghz. These are the rarest ones, so it could be months after the first 4430 comes out that these get sampled and sold to OEMs.
So, they're not engineered to have better speed and heat management, per se, they just do because of the way they come off the platter. It is more than possible to get a first-run 4430 capable of more than 1ghz (overclock it), but the ones that can reliably hit 1.5ghz are obscenely rare from that batch.
EDIT: Battery draw will be about the same, clock for clock. There will have to be other battery tricks by the OEM in software (or a larger battery) to get better battery performance.
EDIT 2: Chips can almost always go higher than their rated speeds. However, in order for an OEM to make the highest return on investment, they need higher yields, so they set the rated speed low. That's why the first batch ran at 1.0ghz, and the second at 1.2ghz. If they had waited until they had enough 1.2ghz chips to ship, all of the 1.0s would have been discarded (or used in other electronics), and the cost per chip to the OEM would be much higher. This is why one person's phone may have more overclocking headroom than another's. This will be my last edit, as I can go on and on with examples on this stuff. I'll just end with the Radeon 9800Pro/XT being my favorite binned part, because back then, a smart person could get a $400 GPU for $200![]()

The RAZR makes this Nexus look like a Fisher Price toy. I hope the specs pull me through this choice. I have to admit the RAZR is bad arse looking and this thing looks cheap. I know I'll catch some flack for saying that but I for one do not like the look of it at all
